Information is given for foreign students who arrive in Ukraine to continue their studies or to enter Ushynsky University
In accordance with the Resolution of the Cabinet of Ministers of Ukraine dated July 22, 2020 №641 “On the introduction of quarantine and the stepping up anti-epidemic measures in the area with a significant spread of acute respiratory disease COVID-19 caused by coronavirus SARS-CoV-2”, the quarantine restrictions are imposed according to which it is prohibited in the area of Ukraine:
- to stay in public spaces and public transport without masks or respirators (including handmade mask);
- being on the street without identity documents;
- to leave without permission the place of self-isolation, observation;
- crossing the border by foreign citizens without a Health Insurance Policy issued by Insurance Company registered in Ukraine.
The following persons are subject to self-isolation or observation:
1) persons who have had contact with a patient with a confirmed diagnosis of COVID-19;
2) persons with suspected being infected or with a confirmed diagnosis of COVID-19 in the early-stage on the condition that they do not need hospitalization;
3) persons who have crossed the state border of Ukraine from states with a significant level of COVID-19 transmission.
The list of states with a significant level of COVID-19 transmission is formed by the Ministry of Health of Ukraine, which is reviewed every 7 days.
A person who is subject to self-isolation in relation to crossing the state border of Ukraine is obliged to install and activate the mobile application of the electronic service system “Act at home” of the Unified State Web Portal of Electronic Services. The electronic service is installed at the airport upon arrival in Ukraine.
A person who is in self-isolation, as well as when crossing the state border of Ukraine, independently enters the following data into the electronic service system “Act at home”:
1) last name, first name;
2) gender;
3) date of birth;
4) place of self-isolation (address);
5) place of registration:
6) phone number;
7) place of work or study;
8) the ability to provide care for the person, other persons;
9) health status (in particular, the course of the COVID-19 disease, the results of polymerase chain reaction studies, the hospitalization of the person);
10) contact persons (if any);
11) the period of self-isolation.
The self-isolation period is 14 days, which automatically ends after its expiration, but can be changed in accordance with standards in the health care.
The COVID-19 test can be taken at the airport or at a special certified Medical Center. The Medical Institution will automatically transfer the test result to the electronic service system “Act at home”. Self-isolation may be terminated after receiving a message on the phone. In case of violation of the self-isolation regime, punitive sanctions may be applied to a foreign citizen.
Persons who report the inability to adhere to the self-isolation regime are subject to observation.
In accordance with the level of epidemiological safety, the restrictions on the movement of public transport are possible by the decision of Local Government Authorities.
Foreign students who arrive to continue their studies or to enter the university must observe self-isolation regime in the hostel or at the place of actual residence.
