Міністерство закордонних справ Литовської Республіки закликає подавати заявки для реалізації проектів співробітництва в галузі розвитку та Програми з просування демократії. Дедлайн - 28 жовтня 2018 р. (далі - англ.).
The Ministry of Foreign Affairs of the Republic of Lithuania hereby calls to submit applications for the implementation of development cooperation projects under the Development Cooperation and Democracy Promotion Programme in 2019.
In accordance with the development cooperation policy guidelines set out in the Inter-Institutional Action Plan on Development Cooperation, adopted by Resolution No. 937 of the Government of the Republic of Lithuania on September 21, 2016, the Ministry of Foreign Affairs calls for submission of project applications for the implementation of the following concepts:
Ukraine (administered by CPMA):
- Support for the implementation of the education reforms envisaged in the EU and Ukraine Association Agreement;
- Support for Ukrainian citizens affected by the annexation of Crimea and the conflict in Eastern Ukraine;
- Capacity building in the field of historical and cultural heritage preservation in Ukraine.
Submitted project applications must conform to the multilateral and/or bilateral strategic agreements between partner country, EU and Lithuania, and/or development strategies of the partner country.
While evaluating submitted project applications, attention will be paid to the horizontal priorities of development cooperation: strengthening democracy and human rights, promotion of gender equality, especially implementing Women, Peace and Security agenda, promotion of women’s social and economic engagement, environmental protection and fight against climate change. Additional attention will be paid to the way the project transfers Lithuania’s European integration experience to the Eastern Partnership countries and disseminates the above-mentioned experience in the regions undergoing transformation.

Information on the submission of applications for projects, evaluation procedures, implementation and information for providers as well as any other requirements are available in the Description of Procedure for the Implementation of Development Cooperation Activities and Provision of Humanitarian Assistance by State and Municipal Institutions and Agenciesapproved by Resolution No. 278 of 26 March 2014 of the Government of the Republic of Lithuania and the Description of the Procedure for the Implementation of the Development Cooperation and Democracy Promotion Programme approved by Order No. V–62 of 17 April 2014 of the Minister of Foreign Affairs of the Republic of Lithuania.
List of inessential shortcomings (technical errors) of project applications for the Development Cooperation and Democracy Promotion Programme and Project Implementation Agreement template are available on the website of Central Project Management Agency www.cpva.lt, under the section Lithuanian Development Cooperation/Documents.
Lithuanian and foreign legal persons, organizations, their subdivisions, and individuals are invited to submit project applications. The duration of project implementation may be one or more years.
Applicant must have at least one partner in the country where the project will be implemented. A partner is not obligatory, when the project relates to the promotion of democracy or public information, or if an application for a project is submitted by an entity of the partner country or by an international organization.
We recommend that project applications worth less than 15,000 EUR be primarily submitted to the diplomatic missions of Lithuania, during their calls for proposals which will be announced on their websites in the beginning of 2019.

Празький центр громадянського суспільства приймає заявки на участь у тримісячній дослідницькій програмі для активістів, науковців та журналістів, які вивчають громадський сектор та соціальні проблеми у країнах Східної Європи та Центральної Азії. Дедлайн - 24 жовтня 2018 року. (далі - англ.).
The Prague Civil Society Centre supports visionary, state of the art projects. We are always on the lookout for innovative, tech-based solutions and fresh approaches to the region’s social issues. The Centre has an exceptionally broad definition of civil society that includes activists, campaigners, journalists, bloggers and lawyers, as well as creative professionals such as filmmakers, artists, designers and IT experts. We also support social entrepreneurs and civic-minded businesses. Our aim is to create and nurture a fluid community of activists, professionals and academics that harnesses the diversity, skills and knowledge of those working on civic and social initiatives. Our flexible, inclusive and cross sector approach is aimed to help civil society become more innovative, creative and sustainable so it is better equipped to meet the challenges and opportunities it faces in this unpredictable region.
Fellowships are fully funded three-month research residencies in Prague for individuals from Eastern Europe and Central Asia. This includes activists, experts, researchers, and people working on civic-minded projects and social issues in their country or region.
You can use this opportunity to:
- Research challenges, opportunities and trends affecting civil society and human rights in your country or region
- Write a book or training manual, policy or analytical paper for the benefit of the people and/or the civil sector in your country
- Conceptualise and initiate a new project.
Fellows are often:
- in the advanced stage of working on a research paper or book, and need a few months to finish it without the distractions of everyday life or challenges of a repressive political environment
- experienced trainers or someone who provides educational programmes for civil society and are looking to develop a new curriculum or re-think their current approach
- people with extensive knowledge and experience of a certain type of activism and are on the lookout to document or share their experience with others
- people with knowledge of either successful or failed reform processes in their country and want to document this experience to guide future reforms in their country or elsewhere
- looking to write a comparative analysis of reform experiences between their country and another
- those with fresh ideas on how to reinvigorate civil society activism and need time to conceptualise this and work out their approach
- people with extensive experience of social entrepreneurship or other ways of combining profit making and pro-bono work and want to record and share their knowledge
- individuals with extensive experience of using technology and smart communication tools for social change and would like to share their experiences
- people living and working in repressive environments and need a safe place for a productive recess
Eligibility
In order to be considered eligible to apply, you must fulfill all of the following criteria:
- Anyone from Eastern Europe or Central Asia with proven experience and commitment to civil society in their country or region. This includes experts, researchers, human rights defenders, environmental or urban activists, journalists and members of NGOs and civic-minded groups.
- Fellows must be from one of the countries in yellow and be involved with civil society, journalism, or social issues in their country, through either work, research or activism. We expect applicants to have a proven and solid track-record of work in the civil sector or journalism, with enough experience to conduct and finalise a three-month project.
Fellowship
The Prague Civil Society Centre will cover travel costs, modest living expenses, as well as visa assistance.* Fellows are provided with a shared office space with internet connection and meeting facilities.
*Please note we cannot provide visas for the first intake of the year (February-April 2019).
Application
Your Fellowship project proposal should aim to reflect and elaborate upon your current work or experience in your home country or region. You should demonstrate how participating in the fellowship programme will aid your work upon returning home, how you will share the knowledge and expertise gained during the fellowship, or how you plan to develop cross-country or regional collaborative projects and networks.
You are free to propose a Fellowship project on any topic, but we do have some topics, which will be given higher priority. More information on this can be found in the Fellowship information booklet below.
After the selection process, Fellows are asked to provide a specific project output to be agreed before the beginning of the Fellowship. The Prague Civil Society Centre also reserves the right to ask you to assist our projects or activities.

The Professional Fellows Program 2018 (США)
Professional Fellows Program (PFP) – це програма стажування спонсором якої є Бюро з питань освіти та культури Державного департаменту США. Програма дає перспективним молодим фахівцям можливість отримати практичний досвід та наочність роботи в уряді США. Знання та інтерес цих молодих професіоналів щодо американських політичних процесів буде розширений завдяки короткостроковому стажуванню в місцевих законодавчих органах США, а також в установах державного рівня і в некомерційних організаціях, які мають відношення до тематики програми. Дедлайн - 5 листопада 2018 р. (далі - англ.).

About the Program
The Professional Fellows Program (PFP) is sponsored by the U.S. Department of State, Bureau of Educational and Cultural Affairs. For Armenia, Azerbaijan, Georgia, Moldova, and Ukraine PFP has legislative focus and is administered by American Councils for International Education: ACTR/ACCELS.
The Professional Fellows Program affords promising young professionals the opportunity to gain practical experience in, and exposure to, United States government. The fellows will be part of the larger cohort of the Professional Fellows Program, joining fellows from Russia, Belarus, Brunei, Burma, Cambodia, Indonesia, Laos, Malaysia, Philippines, Singapore, Thailand, and Vietnam . The knowledge and interest of these young Eurasian professionals in American political processes will be expanded through short-term fellowships in state legislatures and city halls across the United States, as well as on Capitol Hill and in non-profit organizations that address policy issues.
Program Goals:
- Strengthen understanding of the U.S. legislative process;
- Enhance appreciation of the role civil society plays in shaping public policy and holding the government accountable;
- Create partnerships between institutions in the U.S. and Armenia, Azerbaijan, Georgia, Moldova, and Ukraine; and
- Establish a common language to develop practical solutions for shared problems and concerns.Eligibility Requirements
To be eligible for PFP, applicants must:
- Be a citizen of Armenia, Azerbaijan, Georgia, Moldova, or Ukraine and currently reside in your country of citizenship. Applicants living outside of their country of citizenship or on a long term program outside of their country of citizenship will not be considered eligible to apply.
- Be 25 to 35 years of age at the time of application;
- Be a college graduate (equivalent of a Bachelor's degree or higher);
- Be proficient in English. If you are selected as a semi-finalist we will give you an institutional TOEFL exam, unless you have a valid TOEFL score over 500 (paper test) or over 60 (iBT test) or its equivalent (for example, valid IELTS band 6 or higher);
- Have relevant experience in and commitment to a career in the public sector and/or nonprofit sector (e.g., legislative, executive, and NGOs that address policy issues); and
- Have demonstrated leadership and collaborative skills (you can elaborate on your leadership and collaborative activities in essays in the end of application, and submit/upload any certificates/diplomas/materials that can prove your leadership skills).
Individuals in the following circumstances are NOT eligible to apply to participate as Fellows in the Professional Fellows Program:
- U.S. citizens and permanent residents of the United States
- Individuals currently participating in academic, training, research programs, or who are currently working in the United States
- Individuals who have already been recipients of and participated in the LEAP/LFP/PFP
- Individuals who are not citizens, qualified to hold a passport from one of the participating countries
- Individuals currently residing or working outside their country of citizenship
- Individuals who have participated in an exchange visitor program sponsored or funded by the U.S. government (e.g., Public Affairs Sections at U.S. embassies or other U.S. government agency) and who have not fulfilled their two-year home residency requirement by the time of the application
- Individuals who have applied for U.S. permanent residency in the past three years
- Persons arrested for, charged with, or convicted of a crime as further detailed by the U.S. Department of State, Bureau of Educational and Cultural Affairs
Program Dates
The program for Spring 2019 is tentatively scheduled for mid April – early June 2019.

- Executive branches (e.g., Illinois governor's office)
- Other sites include NGOs focused on lobbying, "think tanks," and election reform organizations

Prometheus запустив курс «Механіка реформ»
Цей курс – політекономія для всіх. У ньому немає ідеальної моделі побудови держави або шляху до цієї моделі. Ідеальної моделі не існує, але є успішні кейси. Кожен унікальний та особливий, а наше завдання – вивчити ці кейси, зрозуміти, як інші прийшли до успіху, та обрати власний шлях.
Як будувати нові інститути поведінки у державі? Чому це довго та складно? Чому реформування відбувається важче у демократичному суспільстві, ніж у авторитарному? Як все одно рухатись вперед? Як зрозуміти, що демократія – це завжди компроміс? Чому так важливо будувати ефективну бюрократію?
Курс «Механіка реформ» присвячений реформам в Україні, які відбулись після Революції Гідності. Ви дізнаєтесь, як проводилися реформи, який досвід та ідеологія бралися за основу, чому ухвалювались ті або інші рішення безпосередньо від людей, які працювали над розробкою та впровадженням реформ.

«Україноміка»: зроби свій внесок у розвиток економічної дискусії
Цієї осені німецький аналітичний центр Polis180 спільно з VoxUkraine оголошують просвітницький проект «Україноміка».
Ідея проекту – розтлумачити різні економічні погляди та концепції та залучити до їх обговоренням представників науки й громадянського суспільства, а також населення.
В рамках проекту ми прагнемо з різних точок зору поглянути на ключові проблеми економіки України, аргументовано розглянути всі «за» та «проти» конкретних рішень. А також залучити громадян до формування та висловлення своєї позиції стосовно тих чи інших пропозицій.
Як це відбуватиметься?
Ми запрошуємо молодих економістів, соціологів, юристів, експертів, громадських активістів взяти участь в освітньому турі в Німеччину. В програмі – зустрічі з представниками різноманітних організацій, дотичних до економічної сфери – аналітичних центрів, урядових установ, академічних інституцій. Здобутий досвід та знання учасники конвертують в створення коротких відео-роликів, які б розкривали різні концепції та погляди на важливі та контроверсійні економічні питання.
Хто може подаватися?
Студенти, науковці, економісти, соціологи, юристи, експерти, громадські активісти у віці від 20 до 35 років, які прагнуть дослідити німецький досвід трансформаційних процесів, та спрямувати його на розвиток економічної дискусії в Україні.

Міжнародний молодіжний фестиваль соціальної реклами «Інший погляд»
16-18 листопада 2018 р. в Одесі відбудеться VIII Міжнародний молодіжний фестиваль соціальної реклами «Інший погляд».
Мета заходу – залучення до обговорення соціальних проблем молоді з позицій самої молоді, знайти нестандартні, оригінальні ідеї для їх вирішення та привернути увагу широкої аудиторії до найактуальних соціально значущих тем.
До участі в конкурсній програмі Фестивалю запрошуються школярі, студенти та молодь віком до 30 років. Це можуть бути як окремі особи, так і команди, представники молодіжних та дитячих громадських організацій.
Форма участі може бути як очна, так і заочна. Для участі необхідно до 10 листопада 2018 року: - зареєструватися за посиланням: http://bit.do/exqoD - надіслати конкурсну роботу, оформлену згідно з вимогами Фестивалю.
Проекти приймаються на конкурс у наступних номінаціях:
- Друкована продукція (плакати, стікери, календарі, буклети, брошури, листівки тощо).

- Зовнішня реклама.
Роботи оцінюватиме фахове журі, яке визначить переможців у кожній із номінацій у двох вікових групах (школярі; студенти та молодь до 30 років), а також володаря Гран-прі фестивалю.
Критерії оцінювання:
- оригінальність ідеї;
- якісне втілення задуму.
Кращі роботи будуть розміщені в інформаційному просторі України, а їхні автори нагороджені призами.
У рамках конкурсу передбачено проведення майстер-класів із журналістики, реклами та PR для учасників Фестивалю.

Всеукраїнський конкурс з міжнародного гуманітарного права 2018
Міжнародний Комітет Червоного Хреста (МКЧХ) оголошує відкритим прийом заявок на Всеукраїнський конкурс з міжнародного гуманітарного права 2018, який відбудеться 5-7 грудня 2018 року у Києві. Прийом заявок до 23:59 14 жовтня 2018 року.
Конкурс надасть учасникам можливість приміряти на себе ролі практикуючих юристів шляхом вирішення змодельованих ситуацій збройного конфлікту з метою перевірки їх знань із МГП та міжнародного публічного права, а також здатності представляти та відстоювати правові позиції різних суб’єктів перед суддівським журі.
Кожен юридичний факультет будь-якого вищого навчального закладу України може номінувати для участі у Конкурсі одну команду у складі трьох студентів-юристів. Тренери не можуть бути членами команди. Аспіранти не допускаються до участі у Конкурсі. Зацікавлені команди повинні заповнити Аплікаційний пакет, який включає реєстраційну форму, мотивацію до участі у Конкурсі та короткі відповіді на 3 (три) відбіркові запитання, що потребують юридичного аналізу.
Аплікаційні пакети будуть прийматися до 23:59 (за київським часом) 14 жовтня 2018 року.
